John Welter,
Executive Chief, SDPD

Chief Welter is a native San
Diegan. He has over 31 years experience with the San Diego
Police Department. During his career, he rose through the ranks
serving in various assignments including the Motorcycle Squad,
SWAT Unit, Robbery, Child Abuse, and the Homicide Investigations
Units. He was appointed to various leadership positions as SWAT
Commanding Officer and Gang Enforcement Commander. John also was
the Chief Officer in the Internal Affairs Section.
Throughout the 1990’s, Chief Welter served as a Captain and
Assistant Chief of Police with primary responsibility for
restructuring the entire Police Department to enhance community
policing and problem solving. In this capacity, he worked with
communities, government agencies, and non-profit groups to help
them identify their roles and responsibilities in Problem
Oriented Policing models. This assignment included
responsibility for developing the Department’s first Strategic
Planning and Management Unit, managing the Equal Employment
Opportunity Office, Criminal Intelligence Unit, New Technologies
and Information Services, and Citizens Review Board on Police
Practices.
Chief Welter is currently responsible for the daily operations
of the Police Department and oversees an FY 2002 budget of $261
million dollars. The Department has 2,145 sworn officers, plus
758 civilians and approximately 1,000 volunteers. Chief Welter
reports directly to the Chief of Police as second in command.
Chief Welter is a credentialed college adjunct professor and
teaches regularly at the San Diego Regional Training Center. In
2000 Chief Welter co-authored Every Officer Is A Leader,
Transforming Leadership in Police, Justice, and Public Safety,
with Dr. Terry Anderson. His book promotes the importance of
leadership practice and leadership development at all levels of
a police organization.
Chief Welter holds an Associates and a Bachelor’s Degree in
Criminal Justice. He is a 1996 graduate of the FBI's National
Academy in Quantico, Virginia. In February and June 1997, the
U.S. State department and FBI sent Chief Welter to Moscow and
St. Petersburg, Russia to conduct Police Management and
Leadership training to Russian Police command personnel. In 2000
and 2001, he worked as a trainer and consultant to police
officials in a number of European Countries including Hungary,
Ukraine, Sweden, Northern Ireland, and the United Kingdom. In
May, 2002 Chief Welter was a key presenter at a police
leadership conference in Lancashire County, England.
