Michael R. Rand is Chief of
Victimization Statistics at the U.S. Bureau of Justice
Statistics (BJS). He directs the conduct and data analysis of
the National Crime Victimization Survey (NCVS), one of the two
leading crime indicators in the United States. The NCVS is the
Nation’s primary source of information on the frequency,
characteristics, and consequences of criminal victimization. The
survey provides a national forum for victims to describe their
experiences of victimization, the impact of crime, and the
characteristics of violent offenders, and is a platform for
obtaining information about cutting edge issues related to crime
victimization, including intimate partner violence, workplace
crime, school crime and safety, hate crime and public
interaction with law enforcement. Under development is a
questionnaire module that will allow estimation of victimization
of people with disabilities. Mr. Rand has worked on the NCVS
since its inception in 1972; first at the Census Bureau, and
since 1978 at BJS. He developed the first national measure of
carjacking in the U.S. and is the author or coauthor of several
BJS reports and journal articles addressing such topics as
violence against women, handgun crime victims, family violence,
self defense in crime, household burglary, violent crime trends,
the prevalence of crime and violence related injuries treated in
hospital emergency departments. He served on the planning
committee for a 1998 interdepartmental workshop on “Building
Data Systems for Monitoring and Responding to Violence Against
Women.” |
